I sincerely hope it's free of charge, however as with most catalog items they cost money, and even worse is they have been more recently rolling out apps with revolving monthly charges to have them on the phone. They are definitely useful products, such as the weather, ebay, and the RSS readers, but C'mon, it's $3 a month?! I'll read my feeds on a computer which teaches patience and saves money. ;)
